NIF Portugal for Non-Residents — How to Get It Before Moving

The NIF (Número de Identificação Fiscal) is your Portuguese tax ID and the gateway to everything else — bank account, property, lease, utilities, visa file. Non-residents can obtain it without traveling to Portugal via lawyer with power of attorney.

The NIF (Número de Identificação Fiscal, sometimes called Número de Contribuinte) is the single most useful document for any foreign national interacting with Portugal. It is the Portuguese tax identification number, but its uses extend far beyond taxes: opening a bank account, signing a lease, purchasing property, registering utilities, signing employment contracts, applying for a residence visa — all require the NIF.

Most expats discover the NIF requirement late in their relocation timeline and scramble. The right move is to obtain it 1–3 months before you start the visa process. A Portugal-based lawyer with power of attorney can issue an NIF for you remotely — you don't need to travel to Portugal until later in the visa file.

What the NIF is and what it's used for

The NIF is a 9-digit number issued by the Autoridade Tributária e Aduaneira (Portuguese tax authority, AT). It serves as your fiscal identifier with every Portuguese institution. Practical uses:

  • Opening a Portuguese bank account — strictly required by all banks (Millennium BCP, Caixa Geral de Depósitos, Novo Banco, ActivoBank, etc.).
  • Signing a long-term Portuguese lease — landlords and notaries require both tenant and landlord NIFs.
  • Purchasing Portuguese property — the deed (escritura) cannot be signed without NIFs from buyer and seller.
  • Registering utilities — electricity (EDP, Galp), water (municipal), gas, internet (MEO, NOS, Vodafone) all require an NIF on the holder of the contract.
  • Applying for a Portuguese visa — D7, D8, Golden Visa and family-reunification files all reference your NIF.
  • Filing Portuguese tax returns — obvious, but also relevant for non-residents with Portuguese-source income (rental, dividends, property gains).
  • Subscribing to Portuguese services — insurance policies, gym memberships, healthcare registrations.

How to get an NIF as a non-resident

Three channels exist. Most non-residents use the lawyer-with-power-of-attorney route because it does not require travel to Portugal.

  1. 01

Channel 1: Lawyer with power of attorney (recommended)

Sign a power of attorney before a notary in your country of residence. Apostille it. Send to your Portuguese lawyer, who submits the NIF application at the local Finanças office. Typical turnaround: 7–14 days. No travel to Portugal required.

  2. 02

    Channel 2: In-person at a Portuguese consulate

Some Portuguese consulates abroad will issue an NIF in person, with appropriate documentation. Availability varies by consulate; lead times are typically longer than via lawyer. Practical mainly for residents in consular-jurisdiction-aligned countries.

  3. 03

Channel 3: In-person at a Finanças office in Portugal

If you are in Portugal (even on a tourist visa), you can visit a local Finanças office, present your passport and proof of address abroad, and obtain an NIF the same day. Requires physical travel to Portugal.

The fiscal representative requirement (for non-EU non-residents)

Non-EU citizens who obtain an NIF while still living outside the EU/EEA are required to designate a representante fiscal (fiscal representative) — a Portuguese resident who receives tax correspondence on your behalf. This is a statutory requirement under Portuguese tax law.

  • The fiscal representative must be a Portuguese tax resident — either a Portuguese-resident individual or a Portuguese-licensed law firm.
  • The representative receives notifications from the AT on your behalf and is responsible for forwarding them to you.
  • Most lawyers act as fiscal representative as part of the NIF service. Annual fee typically €150–€350 depending on activity level.
  • Once you become a Portuguese tax resident (typically after the visa is issued and you establish residence), the fiscal representative requirement falls away — you become your own correspondent with the AT.
  • EU/EEA citizens are exempt from the fiscal representative requirement.
  • Failure to maintain a valid fiscal representative can result in fines and difficulties when issuing tax invoices, claiming refunds or registering for SNS.

Documents required to obtain an NIF

  • Valid passport — the primary identity document.
  • Proof of address abroad — recent utility bill, bank statement, lease, or government-issued document with your name and address.
  • Power of attorney (if obtaining via lawyer) — signed before a notary and apostilled.
  • Fiscal representative designation (for non-EU non-residents) — typically the lawyer or law firm handling the file.
  • Application form (Modelo 1) — completed by the lawyer with applicant data.

No criminal-record check, no health insurance, no income proof. The NIF is purely an identifier; substantive requirements come at later stages (bank account opening, visa application, tax filing).

Costs of obtaining and maintaining an NIF

  • Government fee for NIF issuance: approximately €10 in person, free at some channels.
  • Notary fees for power of attorney in your home country: varies widely — €30–€200 typical.
  • Apostille on the power of attorney: €30–€120 depending on country.
  • Lawyer's fee for NIF issuance via power of attorney: typically €150–€350 single applicant, with family discounts available.
  • Fiscal representative annual fee (non-EU non-residents): €150–€350/year until you become a Portuguese tax resident.
  • Total first-year cost for a non-EU applicant: typically €300–€700 all-in.

Common NIF mistakes to avoid

  • Delaying the NIF until you need it. Once you start the visa application or property purchase, NIF delays become bottlenecks. Get the NIF 1–3 months before everything else.
  • Trying to do it on a quick Portugal trip. Doable but stressful — Finanças appointments can be hard to secure, and proof-of-address requirements may not match what you brought.
  • Forgetting the fiscal representative requirement. Non-EU non-residents who obtain an NIF without designating a fiscal representative will receive AT notifications they may not see, with statutory consequences.
  • Using the wrong type of power of attorney. A generic power of attorney may not be accepted; the Portuguese lawyer typically provides a specific NIF-application PoA template.
  • Failing to update your NIF address after you move. Once you become a Portuguese resident, update your AT-registered address. Failure leads to notifications going to the old address.
  • Confusing NIF with other identifiers. NIF is the tax ID. NISS (Segurança Social) is the social-security number — separate. SNS user number is for healthcare — separate.

FAQ

NIF Non-Resident — frequently asked questions

Short, plain answers. For specifics on your case, request a consultation.

What is the NIF and why do I need it?+

The NIF (Número de Identificação Fiscal) is the Portuguese tax identification number. It is required for opening a bank account, signing a lease, purchasing property, registering utilities, applying for a visa, and most other interactions with Portuguese institutions. Effectively, you cannot operate in Portugal without one.

Can I get a NIF without travelling to Portugal?+

Yes. A Portuguese lawyer with power of attorney can issue an NIF for you remotely. The process takes 7–14 days from when you send the apostilled power of attorney. This is the standard channel for non-resident applicants.

Do I need a fiscal representative to get a NIF in Portugal?+

Yes, if you are a non-EU citizen and not yet a Portuguese resident. The fiscal representative must be a Portuguese tax resident (individual or law firm) and receives tax correspondence on your behalf. EU/EEA citizens are exempt. The requirement falls away once you become a Portuguese tax resident.

How much does it cost to get a NIF?+

Total first-year cost for a non-EU applicant typically €300–€700 all-in: government fee, notary, apostille, lawyer's fee, plus annual fiscal-representative fee. EU/EEA applicants without fiscal-representative requirement are at the lower end.

How long does it take to get a NIF?+

Via lawyer with power of attorney: typically 7–14 days from when the apostilled PoA reaches the lawyer. In person at a Finanças office in Portugal: same day. Via consulate abroad: 4–12 weeks depending on consulate.

Can I open a Portuguese bank account without a NIF?+

No. All Portuguese banks require the NIF before opening a personal account. The NIF must be obtained first, then the bank account, then most other relocation steps.

What happens to my fiscal representative when I move to Portugal?+

Once you become a Portuguese tax resident (typically after the visa is issued and you establish residence), the fiscal representative requirement falls away. You become your own correspondent with the Autoridade Tributária. The lawyer can remain in an advisory role but is no longer legally required.
